1. What sports programs are offered by Bartlett Parks and Recreation?

Bartlett Parks and Recreation offers youth and adult recreational programs. Youth program include T-Ball, Baseball, Cheerleading, Girls Softball and Girls Volleyball. Adult programs offered include Softball for men, women and co-ed teams, Basketball for men and Volleyball for men, women and co-ed teams. All sign-ups and rosters are available in the Athletic Office at Singleton Community Center.

2. When are sign-ups for youth sports?

Sign-ups for baseball, girls softball and girls volleyball are the first two weeks of February. Sign-ups for basketball, girls volleyball and cheerleading are the first two weeks September. Please refer to the calendar for specific dates.

3. How old does my child have to be to play?

For baseball, the child must be 5 before May 1st of the current year. For basketball, the child must be 5 before April 1st of the following year.

4. How do I reserve a field/court for practice?

Call (901) 385-5599 after 1:00 pm. Permits are not issued until Fridays at 1:00 pm for the following Monday-Sunday.

5. Are the fields playable for today?

You can contact the inclement weather hotline at (901)385-5595 to find out the status of field playability. A decision regarding field playability will be made by 3:00 pm Monday-Friday, Saturday by 7:00 am and Sunday by 10:00 am.

1. Do I need to obtain a business license for both the City of Bartlett and Shelby County?

Yes. If your business is located within the Bartlett city limits, or if you do business in Bartlett, you will need to obtain both a city and a county license.

2. How do I obtain a business license?

First, you must obtain written approval from the Planning Department, Codes Enforcement Department, and the Fire Marshall. You will return these approvals to the Tax Department along with your completed application for business license. Please be sure to have the $15 application fee, which can be paid with cash or check, and the business owner's driver's license.

3. What is a business tax gross receipt form?

This is an annual form required by State law that must be filed to renew your business license. It requires the business owner to report and pay taxes on the total gross sales of the business.

4. How do I complete this gross receipts form?

A permit is required for any alteration or repair to a building, any new building, fence, swimming pool, sign (new or face change), detached building, siding, decks, and special events. Separate permits are necessary for plumbing, electrical, mechanical & gas piping if these particular trades are being done. 19. Are there any restrictions on Neighborhood Notification Signs?

Signs are required to be professional in appearance and shall be a maximum of 2’ X 3’ in size with an overall maximum height of 4 feet when installed. Signs shall be a removable type of construction consisting of wire stands and corrugated plastic signage board. One sign may be placed at each entrance to the Neighborhood/Subdivision and shall be visible to residents as they leave the Neighborhood/Subdivision. Signs are required to be placed toward the interior of the Neighborhood/Subdivision and on the residence side of the sidewalk. Signs may be placed six (6) days prior to a scheduled meeting and are to be promptly removed after the completion of the scheduled meeting. The Neighborhood/Subdivision Association representative(s)shall be responsible for the installation, removal, and the maintenance of the signs.

1. When does my sidewalks/inlet need to be replaced?

Anytime the condition of your sidewalks or inlet pose a possible hazard to the general public. This can be caused by broken or raised concrete. Asphalt is not allowed on an inlet. Contact Code Compliance for sidewalk inspection

2. When is grass or weeds considered overgrown?

If grass or weeds are taller than 9 inches, it is considered overgrown.

3. What is considered a stagnant pool?

A pool that is green, breeding mosquitoes or algae is considered stagnant and must be treated.

4. Can a legal vehicle be parked on a public street?

A vehicle must be moved every 72 hrs. if parked on a city street.

5. Where can an RV be legally parked?

RVs must be placed in rear or side yard, behind front setback. If the property is located on a corner lot, you have two front setbacks.

6. Can a vehicle be stored on private property?

If a vehicle is not legally licensed or not operable, it must be placed within an enclosure. A vehicle that weighs under 12,000 pounds, has a legal license and is operable, can be placed on a solid, dust free, surface, such as a concrete or asphalt drive, in the front setback. If it is stored in the side or rear of the property, it can be parked on the grass.

7. What are the requirements for all real estate signs?

COMMERCIAL REAL ESTATE SIGN REQUIREMENTS

• A permit is required for all Commercial Real Estate signs. The following is required to make a application for permit:

1. A site plan, showing placement of sign and distance from roadway.
2. A picture of the sign, with dimensions.
3. Name and phone number of responsible party.
4. PERMIT MUST BE RENEWED EVERY 6 MONTHS, AS LONG AS SIGN IS UP.

• RESTRICTIONS:

1. Only one sign per property, no matter the size.
2. Max. square footage of signage is 20 sq. feet; if sign is two sided, 10 ft. per side is max.
3. Max. height of sign is 5 ft., measured from ground to tallest point of sign.
4. No banners, pennants or decorative flags can be attached to the sign.

RESIDENTIAL REAL ESTATE SIGN REQUIREMENTS

• No permit is required. The following is the restrictions on placement of the sign.

1. Only one sign per property.

1. When is a permit required?

A Permit Application Form can be obtained online or from our office at 6462 Stage Road from 8:00 am to 5:00 pm, Monday through Friday. Other documentation may be required for out office to issue a permit. A permit is valid for 6 months provided construction has begun and inspections have been started. If more than 6 months elapses between inspections, the permit becomes void.

3. What documents do I need to bring along to apply for a permit?

Depending on the work to be done, certain documentation is required. Most work that is done will require a copy of the Surveyor's Plot Plan. This document looks like a map of the property and should be in your closing papers. Please contact our office at (901) 385-6425 if you have any questions regarding what documentation will be needed to apply for a permit.

4. How do I schedule an inspection?

You can call our office at (901) 385-6425 to schedule an inspection. We make next day inspections unless there is an open ditch, which we will make those the same day they are called in. All inspections must be called in by the person who obtained the permit(i.e. electrical inspection called in by electrical contractor).

5. Why are inspections needed?

Inspections are required to make sure the work is being done properly. We make sure through our inspection process that the code is being followed and no unsatisfactory work, faulty materials or violations to the code are being made that could result in unsafe or hazardous conditions for you, your family, employees or the general public

6. What types of inspections are required?

It depends on the type of work being done. Our office has compiled a flow chart of what typical inspections are to be made for the type of job you are requesting a permit for. Please request a copy of a flow chart when you apply for your permit.

7. If I have a technical question about my project, who should I contact?

Our inspectors are in the office from 8:00 am to 9:00 am and then again from 4:00 pm to 5:00 pm. They will be glad to assist you during these hours to answer any questions you might have. Our office number is (901) 385-6425.

1. Who is eligible for assistance?

Any individual or family living within the City limits of Bartlett whose health, safety and general welfare may be endangered by their lack of resources is eligible for assistance. The Family Assistance Commission also uses the income guidelines set by the Shelby County Housing Rehabilitation Program to determine eligibility.

2. How can a citizen apply for assistance?

No. Cash is never distributed to citizens in need. Assistance may be given in the form of a check made out to the supplier of goods and services or the donation of a store gift card.

1. Why does the ambulance crew ask for my insurance information?

The Bartlett Fire Department bills your medical insurance directly. That is why we need all of the information on the card. Such as billing address, phone numbers, certain codes that your insurance company may use.

2. How do I receive a copy of a medical record?

Medical Reports are confidential documents protected by the Health Insurance Portability and Accountability Act(HIPAA).
To request a medical report you must complete a Medical Consent Form for Disclouser of Medical Information (see link at bottom of page). This form must be notarized. NO EXCEPTIONS! Do not sign it until in the presence of a notary. There is a notary in the office where the report must be taken (Station 1 at 2939 Altruria, on the corner of Altruria and Stage Road). You must show proof of ID.
If the patient is a minor, you must show the birth certificate of the patient. If the patient is not a minor and deceased, a power of attorney document, marriage license or death certificate must be provided.Request have been rejected due to patient was alive and in the hospital, unable to come to the office and spouses requesting the record.
We are very strict on these rules to protect patient identy and medical information.
There is no fee for the first 5 pages and $0.25 for each additional page.
These can normally be processed immediately.

1. What should I do with my leaves?

You have 4 options:
1- Mulch your leaves with a lawnmower. Decayed leaves provide excellent fertilization for your yard and plant beds.
2- Rake them to the curb, not in the street, during "LOOSE LEAF COLLECTION SEASON", November 1 through March 31. Please be advised that delays for this service are not uncommon due to large volumes of leaves placed at the curb for collection.
3- Bag and place them at the curb (not in the street) for weekly collection on your regular garbage collection day.
4- Place them unbagged in your yard waste cart for collection on your regular garbage collection day.

2. When is the judging?

Thursday, December 18 starting at 5:30 p.m.

3. When do I need my lights on for the judging?

Lights need to be on each evening from December 11 through December 18. This applies to residential and commercial properties.

4. How are the home winners selected?

The Bartlett City Beautiful Commission divides the City of Bartlett into subsections; each member of commission has their assigned section. By using their own preference, each judge selects the best decorated home in their section.

5. How are the commercial property winners selected?

There is one award for commercial properties. The Bartlett City Beautiful commissioners commute together in the evening of the 18th and by using their own preference, select the best decorated.

6. If I win, what award do I receive?

A yard sign and a handsome plaque stating winning position. This applies to residential and commercial properties.

7. When and how long do I keep the yard sign?

The yard sign will be awarded to the winners the night of judging or the next day. The first week of January the yard sign will be retrieved by Bartlett City Beautiful. This applies to residential and commercial properties.

8. What should I do if the yard sign is stolen or damaged?

If the yard sign is damaged, contact Bartlett City Hall, 385-6400, and the receptionist will contact the Bartlett City Beautiful and the yard sign will be placed out of service for repairs.

You will return these approvals to the Tax Department along with your completed application for business license. 2. What type of performances does BPACC offer?

We offer programs for children and adults that include concerts, theatre, and dinner shows. Many are professional touring artists, but we also feature community performers as well.

3. What is the best way to find out about BPACC performances?

We send out an annual season brochure in the early summer months, but throughout the year we send regular email updates and reminders to those individuals that have signed up and provided their email address. You can do so by visiting our website and clicking on the "Notify Me" link along the left margin of the home page. To receive the season brochure just contact us with your mailing address.

Generally there is someone in the box office M-F from 9am to 5pm, but we are often here earlier and later than that schedule. The box office opens one hour prior to each show as well.

7. Can tickets be purchased online?

A select number of seats are available online through a link to tix.com posted on the individual website pages of the shows that are begin sold online. These are not always the complete set of available tickets so contacting the box office during business hours may offer better seating locations. There is a small service fee for credit card transactions either online or via telephone orders. We accept MC, VISA or discover only and no personal checks during the last week prior to a performance.

8. How large is the BPACC auditorium?

We have a great reputation for the acoustical properties of our intimate 350-seat concert hall. BPACC has one of the best listening halls in the Mid-South.

9. Are BPACC facilities available for rental?

We are an inexpensive alternative for holding meetings and seminars, training sessions, banquets and receptions. We can handle groups for different type events up to 350 persons in our auditorium. We also have meeting rooms that can accommodate up to 50 individuals, and sit-down dinner events for up to 130 persons. Our convenient location, ample parking and professional staff can set the stage for a memorable and successful event at a price that will beat the competition.

10. Does BPACC offer Group Ticket Sales for performances?

There's no better way to enjoy a concert or theatrical event than by attending with a group of friends. single ticket prices are typically $20 each, but groups of ten or more can attend for $15 each. You can also purchase gift certificates for discounted tickets that can be used to entertain your business clientele or honor your employees. Discounts for Church groups, student groups, scout troops, or even stocking stuffers during the holidays are available by calling the box office.

11. Does BPACC offer programs for children?

We have a number of programs all year long for young audiences. We have a popular Family Series with children's theatre performances and instructional programs designed for youth grades K-12. Many of our regular shows are also perfect for introducing young people to the live performance experience.

12. Does BPACC ever hold theatrical auditions?

We have a close releationship with the Bartlett Community Theatre that regularly holds auditions for plays and musicals that are produced at BPACC. Additionally several times a year auditions are held for children's theatre programs. Visit our website often to check for audition announcements.

Tax bills are mailed to homeowners prior to December 1, and are payable through February 28. Taxes become delinquent March 1. Prior year taxes are collected by Shelby County.

4. What is the pool temperature? How do you regulate the chemicals?

The pool is maintained at a comfortable 84 degrees in order to compliment the wide variety of swimmers including lap swimmers, open swimmers, water / arthritic exercise participants, and rehab patients. 5. Is there a charge for a fitness assessment or strength orientation?

The initial Fitness Assessment and Strength Orientation is included in the membership for each member 16 years of age and older. However, each additional assessment is $25 and appointments are required for both.

6. Is there a time limit on the machines?

During peak hours, there is a 30 minute time limit on all cardio equipment. All of the treadmills are programmed to a 35 minute time limit. Youth between the ages of 12-15 may use the bikes or elliptical trainers only after successfully completing the Youth Recreation Certification or JYM program or under direct adult supervision. 7. Is there always availability to swim? Lap swim or open swim?

We always have an area open for free swim. There are usually a couple of lanes marked off for lap swimming. During the summer the free swim area is limited due to the continuous swim classes and swim team practices. Aquatics Center

8. Do I need to show proof of residency?

We need proof of residency for all Bartlett residents. This can be with a current utility bill, or property tax records. If you do not own the home that you are living in, then you will need to provide a copy of your lease agreement. Other forms of proof i.e. cell phone bills, bank statements, may be accepted upon approval from management.

9. Can I join month to month?

The membership is on a yearly basis. You have the option to pay monthly through EFT but you are still signing up for a year’s membership.

10. Can I rent a locker?

Lockers can be reserved for the year for $60.00. Otherwise the lockers are on a day to day basis. You bring your things with you and take them with you when you leave.

11. Do you provide soap, towels, etc.?

There is liquid soap in the showers. We have hand towels available for wiping down the equipment when working out. It is recommended that you bring your own bath or swim towel.

We encourage all active adults age 50+ to join us for activities, however, after one complimentary visit, those desiring to continue attending should join.

2. How much is a membership to the Bartlett Senior Center?

Membership is $10 per year per person. This fee does not include all classes and activites offered at the Center. Many classes are free; others, however, have a minimum cost.

3. Do I have to be a Bartlett resident to join?

Members are not required to be Bartlett residents. Our membership consists of senior adults from all across the midsouth area.

4. If I join, does my spouse have to join seperately?

The $10 membership fee is based on per person. If both you and your spouse attend activities, both need to join the Bartlett Senior Center. If your spouse does not participate in any activties or utilize the facility, they are not required to join.

You only need an ID card if you use the gym or game room. ID cards are $5/year for Bartlett Residents and $25/year for Non-Residents.

Yes. We have an auditorium that holds a capacity of up to 300. A kitchen comes with this rental and there is a stage. We have class rooms that can be rented for smaller events. We also have a gym that is available for rent. Please call 385-5593 for prices and availability.

6. What is the Family Funds Donation Program?

In response to the critical needs of the Bartlett citizens, the Board of Mayor and Aldermen established a program to promote neighbors helping neighbors called Family Funds. The Family Funds program gives Bartlett's water customers the opportunity to add $1 or more to their monthly water bill to help a neighbor in need.

By adding $1 or more to your water bill, you can help prevent the termination of a cancer patient's water service or a family's electricity. The Family Assistance Commission oversees and distributes the money donated to the Family Funds program. The Commission's sole purpose is to identify Bartlett individuals and families whose health, safety, and general welfare are clearly in jeopardy and help those in need with finding the best assistance.

8. How do I shut off my water in case of emergency or repair?

Your water meter is located in the ground near the street or curb. A special 'key' tool or a pair of pliers may be used to turn the water off. Newer homes have a master cut off which is usually painted blue and located inside of the house.

9. Why is my water bill so high due to a leaky toliet?

A running or malfunctioning toliet can consume a remarkable amount of water during a short period of time. Check and repair quickly. The Water Department can help with a one-time leak adjustment to your water bill. Contact the Water Department at (901) 385-5585 immediately if this occurs.

Wastewater Treatment

1. What is wastewater?

Wastewater is “used” water, generated by homes, industry, schools and businesses. On the average, each person in the United States contributes 50 to 100 gallons of wastewater everyday. If you turn on your faucet and wash your hands, run the garbage disposal, take a shower, or flush the toilet, once it’s in the drainpipe, it becomes wastewater, which is also called “sewage”.

2. What is wastewater treatment?

Wastewater treatment is the process of cleaning used water so that it can be returned safely to your environment. Wastewater treatment is the last line of defense against water pollution, protecting public health and the aquatic organisms in the receiving water.

3. How much wastewater does the Bartlett plants treat?

On the average, about 1.2 million gallons per day (that’s more than 800 gallons per minute!) are treated at the plants.

4. How do we know that the plants are run well?

The Wastewater Treatment Plant operates under a discharge permit issued by the Tennessee Department of Environment and Conservation, by authority of the US Environmental Protection Agency. This discharge permit specifies operating conditions, including strict discharge limitations on the final effluent. Operating personnel are required to be certified by the State Wastewater Operator Certification Board, at a level corresponding to the level of complexity and the design flow of the plant. The plant is also inspected annually by staff from TDEC’s Regional Environmental Assistance Office.

5. How long does it take to clean the wastewater?

On the average, a drop of wastewater will spend about 24 hours traveling through the plant while undergoing treatment.

6. What are biosolids?

Biosolids are the nutrient-rich organic material produced by treating wastewater solids. After processing and treatment, they can be beneficially recycled as a fertilizer and soil amendment.

7. Why doesn’t the city just put biosolids in the landfill?

Recycling biosolids in farms captures the nutrients and provides real benefits to crops and soils. Because the safety of this practice has been demonstrated for decades, Tennessee Dept. of Environment and Conservation encourages recycling.

8. What should I do if the yard sign is stolen or damaged?

If the yard sign is stolen, call the Bartlett Police.

If the yard sign is damaged, contact the Office of Community Relations, 385-5589, and they will contact the Bartlett City Beautiful and the yard sign will be placed out of service for repairs.

9. Can I nominate a yard or my yard for Yard of the Month?
