NOTICE TO CONSULTANT ENGINEERS REGARDING A REQUEST FOR QUALIFICATIONS AND LETTERS OF INTEREST FOR:
ADA CONSTRUCTION PLANS 2021

The City of Bartlett, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional consultant engineering firm to provide services to create ADA Construction Plans. These proposed construction plans will be based on the City’s Current and approved ADA Transition Plan.
RFQ
This plan will meet or exceed all requirements outlined by TDOT’s ADA office. This project will be funded by TDOT and accomplished in accordance with TDOT Local Programs guidelines. The professional consultant engineering consulting firm must be on TDOT’s pre-approved list or have a completed pre-qualification form filed with TDOT by the deadline for the Letters of Interest. The prequalified firm must have unlimited status. Responsibilities of the professional consultant firm include, but are not limited to:
Required Scope of Services
The selected firm will perform all survey, environmental, design, and CEI as required by TDOT Local Programs to repave this project.

All letters of interest must be received by the City of Bartlett on or before 4:00 PM CST on Friday, February 5, 2021. Please include one (1) original, clearly marked, and four (4) copies of submittals labeled “RFQ FY2021-09-011 “ENGINEERING SERVICES, ADA CONSTRUCTION PLAN 2021” and addressed as follows:

The letter of interest and qualifications shall indicate the scope of services to be completed by any sub-consultants.
Phase I Evaluation
For Phase I evaluations firms shall submit letters of interest with firm contact information including name, address and e-mail of primary contact. The letters of interest shall also include:
- Firm name, address, and telephone number.
- Point of contact: name and telephone number.
- Past experience, minimum of three (3) years, specific to this type of work.
- Qualifications of staff and proof of TDOT qualifications.
- Possess a professional license to practice engineering and surveying in the State of Tennessee.
- Adhere to all Title VI requirements and provide proof/documentation.
- A cost proposal will be negotiated with the selected consultant.
- Work Experience in the required disciplines with TDOT, the City of Bartlett, and/or other clients.
- Any Specialized Expertise
From the letters of interest, The City of Bartlett will select 3 qualified firms to submit Phase II qualifications. From this list the top ranked consultant will be selected.
Phase II Evaluation
The City of Bartlett will evaluate the top 3 firms on the following criteria (relative weight):
- Workload capacity; including amount of work under contract with the City of Bartlett, if applicable.
- Past performance on any City of Bartlett projects.
- Technical approach (e.g. project understanding, innovative concepts or alternatives, and quality control procedures
- Other factors including interviews and demonstrations, as approved by the City of Bartlett
- Any approved non-qualifications based evaluation criteria
The consultant evaluation committee holds the ability to conduct interviews based on scoring as Phase III Evaluation.
