Todd began his career with the Bartlett Police Department in 1998 as a Patrol Officer and while in the patrol division, he worked as a Traffic Unit and a Field Training Officer.

In 2007, he was promoted to the rank of Detective and worked in the Narcotics Unit and General Investigations until being promoted to Lieutenant in 2013.

As Lieutenant, he was assigned to supervise the Public Information and Education Division which handles Social Media, School Resource Officers, Neighborhood Watch, and other Community Outreach Programs. He maintained this assignment until being promoted to the rank of Captain in 2018.

As Captain, he supervised the Communications and Jail Division and took over the duties of Public Information Officer in January of 2021. Todd also supervised and organized the Bartlett Police Department's Social Media Platforms, Citizens' Academies, Accreditation, Applicant Testing, Recruitment, and Crossing Guards.

During his career with the Bartlett Police Department, Captain Halford was awarded Officer-of-the-Month six times, Officer-of-the-Year on three occasions (2004, 2010, and 2021), was awarded the honor of the Bartlett Express newspaper Readers’ Choice Man-of-the-Year in 2015, and was also selected as the Bartlett Express Newspaper’s Readers’ Choice Employee-of-the-Year in 2023.

In 2024, Captain Halford retired from the Bartlett Police Department and appointed by Mayor Parsons as the Chief Communications Officer for the City of Bartlett. He directs marketing and communications across digital media platforms for the Mayor’s Office and serves as the City’s Public Information Officer and media contact.
